I would consider a launcher for your existing phone that limits your app access, but allows you to take full advantage of android auto/gps and potentially voice assistant. The "dumb phones" are actually rather expensive while a custom launcher could be had for free or a small fee like the Minimalist launcher and others.

Basically they made deals with lots of manufacturers to support Google/Android auto by removing the native version, there's likely a financial reason for the change.

You should be looking at Android Auto > App info > Usage > Mobile data. You can access it by searching for Android Auto settings search.
