The UniFi controller would need to be running all of the time for cloud access to appear online. Configuring or managing the USG is done through the controller so you may want to keep this on if that is what you want to be doing.

L2TP connection settings via config.gateway.json
I use pppoe2 on vlan 6 (eth 2.6) to connect to the internet and have eth2.4 for routed IPTV. These settings are provisioned through the contoller via config.gateway.json.When i set vpn as L2TP the contoller sets the ipsec interface to eth2. This should be eth2.6 but this is also overwritable via config.gateway.json.
